This is a very nice vehicle identification fender placard or plate, used to identify vehicles when carrying high ranking U. S. government officials. Often many vehicles would carry a set of these plates, so that they would always have the correct plate for the occupants. The placard is made of a non ferrous metal, most likely aluminum, and the front is painted with the flag of the Flag of the Secretary of the Army.
